Why do turkey processors package the neck and giblets inside the turkey?

One of the things I’ve never been able to understand is why turkey processors package the neck and/or giblets inside the cavity of the turkey, then fasten the whole thing closed with that big metal bar.  Many times I’ve got the turkey thawed to the point where I can go ahead and cook it, but the inside is still frozen and I can’t get the neck etc.  out.  I have given up and cooked the thing with the neck still inside, once even with that paper bag of giblets and hearts still inside the cavity.  I always cook my turkey enough so that every part of it is completely done, but I sometimes would like to start before it is completely defrosted.  Why can’t the processors put the neck etc.  somewhere else, or at least package this stuff in plastic so you can get it out without leaving shredded pieces of paper inside the bird?
